
I’m trying to piece things together and I have a huge feeling that these two scenes may be connected, considering the background and Korra’s winter get-up. Korra might be setting off to go somewhere (probably to confront Amon or something similarly dangerous). Mako tries to talk some sense into her, which leads to Korra teasing him that he likes her. He’ll be in denial, of course, then they’ll have a dramatic conversation and maybe even argue about who’s right and who’s wrong, then boom, Korra kisses him out of nowhere, unable to contain her feelings for him.
Just a theory. Yeah, I have no life. XD
As an animation student studying storyboarding, it’s very unlikely that these are from the same sequence. Because the camera is facing the other direction from one picture to the next. Mako would have to be on the left and korra on the right in the second picture for it to be continuous.
Unless they walked away and we followed them down the pier a bit. These two shots could be several minutes apart.

I don’t think OP was suggesting the shots happened literally back to back.
That said, I have no idea if these are from the same sequence of not.
